Today, talking about the use of other languages in the learning process is no more than a political issue. The Commissioner for the Protection of the State Language Taras Kremin said this on Ukrainian Radio.
As a Commissioner for the Protection of the State Language, People's Deputy of Ukraine of the 8th convocation and co-author of the Law "On Education", it is very important for me to know how well and professionally implemented the Article 7 of the Law of Ukraine "On Education" - the language of instruction in our Ukrainian schools. According to the Constitution of Ukraine and the laws of Ukraine "On Education", "On General Secondary Education", the educational process in educational institutions must be carried the state language. Therefore, it is necessary to underscore that talking about the use of other languages in the learning process is no more than a political issue" he said.
According to Taras Kremen, today about 200,000 students who previously studied in Russian will study subjects in Ukrainian. "This is that category of students who from 1 of September will switch to 100% study of all disciplines in the state language. There are two other categories for which the transition to the Ukrainian language of instruction will take place gradually. For those who belong to indigenous peoples (primarily children from the Crimean Tatar community), the language of instruction in primary school can be in the minority language, and starting from secondary school the number of subjects in Ukrainian will increase to 80%. The second category is representatives of those communities whose languages belong to the languages of the European Union. They also have the right to use their language in primary school, in secondary school Ukrainian subjects should be from 20% to 40%, and in high school - up to 60%, "he said.
It is very important for me, аs a co-author of a number of laws related to the language of instruction, as the Commissioner, and as for all citizens of Ukraine, to understand what we will have in the end, implementing these legislative changes. Speaking about our children, we would like to see them not only responsible, competent, intelligent and wise citizens of Ukraine, but also such citizens who will speak the state language, successfully pass exams (external independent assessment, state final assessment) in the Ukrainian language and we will not be ashamed in front of our community, in front of our own children for the fact that for 29 years we have been “blabbering on” about the problem of the Ukrainian language, and education is becoming a testing ground for these speculations. When I saw that this year, according to the Ministry of Education and Science, we have only 8 children from all over the Ukraine who passed the external independent assessment in the Ukrainian language by 200 points (last year there were 17), I am not satisfied with such dynamics" said the Commissioner for the Protection of the State Language.
"Therefore, I am absolutely convinced that there can be no political speculation about the language of instruction. Education authorities, as well as parent groups, are now aware that the state language - Ukrainian - must be from the 1st grade. And we should meet halfway those communities which are conscious and responsible. The more languages a child learner learns, the more opportunities he or she has for self-realization in Ukraine and in the world,” he stressed.
