Since the beginning of 2023, the State Language Protection Commissioner has been working within 9 measures of state control over the use of the state language in the field of education, the vast majority (7) relates to violations of Article 21 of the Law of Ukraine "On Ensuring the Functioning of the Ukrainian Language as a State Language".
Thus, the controls over the Kyiv Professional College of Communication, the Yurii Bugai International Scientific and Technical University, the municipal educational institution "Specialized secondary school with in-depth study of the French language" of the Dnipro City Council have been completed and correspondingly the facts of violation of the language law were fixed.
The fact of violation of Article 21 of the Law by the professor of the Department of Social Philosophy and Management of the State Tax University was also confirmed. Accordingly, the measures provided for in the second part of Article 188-52 of the Code of Administrative Offenses of Ukraine were taken.
The facts of violation of Article 29 (the language of public events) at the National University "Chernihiv Collegium" named after T.G. Shevchenko and Article 13 (application of the state language in record keeping and document circulation) in the Department of Education, Youth and Sports of the Kegichivka Village Council have been fixed.
Measures of state control over the use of the state language in three other educational institutions, particularly at the Kyiv Academy of Applied Arts, continue.
In addition, the Commissioner considered 14 cases of administrative offenses against employees in the field of education. As a result, 12 decisions were issued on imposing an administrative penalty in the form of a warning.
The academic year 2022-2023 is coming to an end, during which we have seen both achievements and shortcomings. Only in the last 5 months, 183 appeals of citizens regarding signs of violations of the language law by the pedagogic and scientific-pedagogical staff of institutions of preschool, general secondary, and higher education have been received, while for the whole last year - 117 appeals", - the Language Ombudsman Taras Kremin said.
Without a doubt, Ukraine's education system in 2022, as a result of a full-scale invasion of russia, faced unprecedented challenges. However, taking into account its strategic importance for the Ukrainian state and the future of Ukraine, there is an urgent need to strengthen institutional control over ensuring compliance with the requirements of legislation on the application of the state language within the educational process and during the performance of official duties by the heads and teachers of educational institutions. Therefore, we do hope for the measures taken by managers, educators, applicants, and their parents, as the victory is for a nation of the educated!" he said.
Recall that the provisions of part one of Article 21 of the Law stipulate that the language of the educational process in educational institutions is the state language.
