Number of Complaints to the Commissioner Increased by 27%

During the first three quarters of 2025, the Secretariat of the State Language Protection Commissioner registered 2,227 citizen complaints regarding violations of the Law of Ukraine “On Ensuring the Functioning of the Ukrainian Language as the State Language,” which is 27% more than during the same period of the previous year (1,633 complaints).

The most common violations concerned:

• absence of a Ukrainian version of online store websites and other webpages — 574 complaints (26%);
• language of outdoor advertising and signage — 443 complaints (20%);
• violations during direct customer service — 397 complaints (18%);
• education sector — 145 complaints (7%);
• culture sector — 112 complaints (5%);
• violations in medical institutions — 93 complaints (4%).

Complaints were also received regarding product and service information (labels, receipts, menus) — 115 complaints; as well as in the spheres of media (82), transport (53), publishing (35), sports (25), and others.

The highest number of complaints about violations of language legislation came from:

• Kyiv — 870 complaints (39% of the total),
• Odesa region — 339 (15%),
• Kharkiv region — 286 (13%),
• Dnipropetrovsk region — 201 (9%).
